Commissioner with a decisive vote

 

Most members of election commissions (PECs, TECs, ECsRFs) have the status of a commissioner with a decisive vote (CWDV). CWDVs are employees of the commission who are temporarily released from their main job and receive salary during the election period.

Each CWDV has many rights and duties in the commission. CWDV is to be notified when commission’s meetings take place, can speak at them and make their own proposals, and even disagree with the adopted decision, i.e. a CWDV has the opportunity to present a so-called special opinion. CWDV may appeal against the decisions of the commission in court. CWDV has the right to examine the documents of their respective commission, as well as those of lower commissions, and to demand copies of them. CWDVs are allowed to work with the documents of the commission, i.e. process voter lists or hand out ballots. Any CWDV can be appointed as the commission’s chairperson or elected as its deputy chairperson or secretary.

CWDVs can be nominated by political parties, public organizations, municipal and other entities based on their place of residence, education, or employment.
